Jobs will leave West Virginia, Randy Swartzmiller said.

WHEELING -- West Virginia Delegate Randy Swartzmiller, D-Hancock, warned that thousands of jobs will leave the Mountain State if the federal government passes cap and trade legislation.
The theory is the earth is warming and if greenhouse gases are reduced, it can be corrected. It's more commonly referred to as "Cap and Trade." Companies would be told how much CO2 gases they can emit, if they go over they pay the federal government.
Swartzmiller said he believes that if the bill passes as many as 26,000 jobs could be lost in West Virginia alone and he says foreign countries will only benefit from the bill.
"China and India have already said that they're not going to participate in this," Swartzmiller said. "They're trying to grow their economy. So as we lose jobs here in this country, they're going to pop up in China industry."
Swartzmiller calls it all pain and no gain for this country and the state of West Virginia.
Some predictions suggest 5 million jobs could be lost across the country over next 10 years. Supporters of Cap and Trade disagree with those figures and they predict more green jobs will be created as a result.
