SNAP Members hold demonstration:Diocese Responds

Several members demonstrated in front of the Weirton parish on Thursday.

WEIRTON -- Members of SNAP , the Survivors Network of those Abused by Priests, demonstrated in front of Saint Paul Catholic Church in Weirton on Thursday.

The group is questioning why the Bishop of the Wheeling Charleston Diocese notified the public on July 12 instead of July 8, when the Rev. Felix Owino was arrested on sex charges.

Owino is accused of allegedly molesting a girl in Fairfax County, Virginia.

''In your official public statement responding to the arrest you suggested victims contact church staff, not law enforcement officials ''Judy Block Jones said.

Jones was referring to Bishop Michael J. Bransfield's response to the incident.

Jones is concerned because Owino worked at St. Paul and there is an elementary school right behind the church.

Spokesman of the Diocese of Wheeling-Charleston Bryan Minor told 7 News Thursday that the diocese does take the necessary measures when such an incident should happen. Minor said the diocese goes through a three step process when reporting allegations. First, the diocese will contact civil authorities. Second, a victim outreach program is started. Thirdly, if circumstances warrant, a suspension is necessary.

I do not understand why Catholic Dioceses always state that they want abuse victims to notify their offices of alleged abuse? Shouldn't they state that abuse victims should FIRST notify police about alleged abuse? The police would then notify the diocese. I also noticed that my questions, along with that of Soothsayer, have not been answered. Interesting.....

And yes, I am a devout Catholic; but this complete mishandling of the abuse cases, along with the apparent hunger for power by the unhumble church hierarchy and disregard for Catholic Sacred Tradition among the church hierarchy has seriously damaged my faith in them (church hierarchy).

Soothsayer: "Mr Minor, is it your statement that the diocese notified the Weirton police, the Wheeling police and the Wheeling Jesuit University campus police on July 8 when the diocese was informed of Owino's arrest?"

No answer. Apparently "policy" is a book without any pages.

SO. Mr Minor, is it your statement that the diocese notified the Weirton police, the Wheeling police and the Wheeling Jesuit University campus police on July 8 when the diocese was informed of Owino's arrest? Be truthful, Mr. Minor, your answer will be checked.

Why the delay in notifying the public? If he was arrested on July 8 and the Diocese was notified July 9, why, according to the date on their statement, did they not immediately suspend Owino and issue a public statement. Why wait till July 12? This is the problem with how the entire clergy sex abuse case is being handled. Priests should be suspended immediately (not one or more days) following the accusations, the case should then be investigated by the police (and the police only, with no "internal" investigation by the church), and the church should fully support prosecution to the furthest extent of the law. If the priest is found innocent, he should, by all means, be allowed to continue his ministries. I fully believe that one is innocent until proven guilty, however, when dealing with crimes in which people can get hurt or violated, the accused should not be allowed to be in any position where he or she could hurt someone.

Ms. Jones assumes that the Diocese discourages calls to law enforcement officials. When has that ever been the case? As a matter of policy when dealing with abuse cases, we will not only inform police of abuse, we will enact our victim's outreach program as well as suspend a priest from active ministy.
