The Mountain State's prison population could be reduced soon, but not without expanding an existing drug treatment program and requiring the supervised release for all offenders.
A much-revised bill aimed at doing just that advanced through the Senate Judiciary on Monday. The measure would give judges the discretion to decide whether to shorten the sentence of offenders who complete the Department of Corrections' year-long drug treatment program allowing them to leave prison sooner. An extra 200 beds would be added to the treatment program.
The bill requires that offenders who normally would leave the prison system without parole supervision must now be placed on parole. But those offenders could leave prison six months early, potentially freeing up almost 800 beds.
About 1,700 state prisoners are housed in regional jails because of a shortage of prison beds.
