W.Va. Senate Passes Dog Breeding Regulation Bill

CHARLESTON, W.Va. (AP) -

The West Virginia Senate passed a bill to target large dog breeding facilities that animal advocates call puppy mills.

Under the bill, owners of more than 11 unsterilized dogs would be required to obtain a permit and would be subject to inspection. The bill would exempt registered racing greyhounds, show dogs and herding dogs. The bill also sets minimum treatment standards including providing easy access to food and water. Breeders could not own more than 50 dogs.

The Senate voted unanimously Tuesday to send the legislation to the House of Delegates.

Sen. Karen Facemyer says the bill is a step forward but will not shut down the puppy mills. Operators will not seek a permit and local animal control officers don't have time to track them down.
