A major turn of events in a case of a fatal accident involving an All Terrain Vehicle (ATV) in Marshall County.
Kayla Lilley, 22, was killed when the ATVshe was riding rolled over. The accident happened on Valley Run Road, just off of Fish Creek Road.
7News has learned all charges against the driver of that ATV, 23-year-old Casey Hill, have been dropped by Marshall County Prosecutor Jeffrey Cramer.
Test results indicate Hill was below the legal alcohol limit.

A Marshall County ATV accident leaves one dead and one charged in the death.
According
to Marshall County Chief Deputy Kevin Cecil, 22 year old Kayla Lilley
was killed when the Rhino she was riding in rolled over.
The accident happened on Valley Run Road, off of Fish Creek Road.
Charged with DUI causing death is 23 year old Casey Hill of Blair Ridge, Moundsville.
He was taken to the Northern Regional Jail, he is out on bond.
Lilley died at the scene.
