Ohio Parole Board Denies Clemency

The Ohio Parole Board has voted unanimously to deny clemency to death row inmate, Donald Palmer.

Palmer was convicted of two Belmont County murders in 1989, and is scheduled to be executed by lethal injection on Thursday, September 20.

Palmer and a co-defendant, Edward Hill, murdered Steven Vargo and Charles Sponhaltz on Deep Run Road.

Hill is serving life in prison.
