Hancock County, W.Va. -
Authorities said two Hancock County residents are charged with two counts of child neglect resulting in injury.
New Cumberland Police arrested Michael Allen and Rosemary Mikoloski .
They were arraigned before Magistrate Michael Powell and bond was set at $10,000.
Police said they were called to an apartment on an unrelated case when they found the man they were searching for standing in a doorway talking to people .
Officers said they smelled marijuana and saw two small children two months and two years old in the apartment.
The two will appear before Magistrate William Hicks on Friday for their preliminary hearing.
