"We received several phone calls from residents and they weren't happy with what they saw," said Follansbee City Manager John DeStefano.
According to DeStefano, the city can't control what happens at McDonald's.
DeStefano told WTRF.com he made the shift manager aware of the situation, and notified him about the upset veterans who were looking to him for answers.
Shortly after DeStanfo's call, the flag was taken down.
McDonald's owner Karen Mezan told WTRF.com a pulley broke on the flagpole earlier in the day when fire department employees were working on the flagpole.
Mezan says the issue was "ill timed," and "unfortunate mistake"considering it occurred the day after the Presidential Election.
