Steubenville's Hefty General Fund Deficit

The Steubenville City Council finds itself facing a projected $822,000 general fund year-end deficit.

Council met in executive session Tuesday night with City Manager Cathy Davison and Finance Director Alyssa Kerker and decided to extend the budget review to Thursday night.

They met at 5 PM for a closed-door session. The topics talked about were the collective bargaining agreements with unions and the effects on personnel and services in the community.

"We are working with council to put together a plan that is the least disruptive to our residents of the city because obviously we run the city for them and provide the services for them," says City Manager Cathy Davison.

Davison says many factors played a part in the deficit, ranging from cuts from state funding, accelerated decrease in the estate tax, personal property tax and utility tax, the self funded health care and expenses such as electricity and gas.
