An investigation is under way in West Virginia to determine if prison guards are covering up for each other after they break the law.
Regional Jail Executive Director Joe De-Long says 15 correctional officers from the Western Regional Jail in Barboursville are on suspension for using excessive force against inmates or for bringing contraband into the jail.
De-Long says he's concerned about a "buddy system," in which he believes some of the guards are covering up the violations, and that it worries him more than the use of force.
He says the Regional Jail Authority wants to install surveillance cameras in regional jails, but it will require a large investment of money.
