Roscoe "Ross" Taylor has been appointed as the cabinet secretary for the West Virginia Department of Administration, Gov. Earl Ray Tomblin announced Jan. 3.
Taylor has served as acting secretary since February 2012, when former secretary Robert Ferguson resigned. Taylor also has served in other capacities, including state comptroller and finance division director and deputy finance director. Currently, Taylor serves as chairman of the West Virginia OASIS Enterprise Resource Planning project steering committee.
Tomblin said he is happy with Taylor's leadership and hopes to see the state continue to benefit.
"I am pleased Ross will continue to lead the Department of Administration," Tomblin said. "He has done an outstanding job, and I'm confident the state will continue to benefit from his public service."
Taylor earned a bachelor of science degree in accounting from West Virginia State University and a master's degree in business administration from Marshall University. He and his wife Laura reside in Ripley and have three children.
