MARTINSBURG (AP) — A longtime Republican legislator from the Eastern Panhandle is aiming to replace U.S. Rep. Shelley Moore Capito as the 2nd Congressional District representative in 2014.

Inwood resident Larry Faircloth announced this week he's filed pre-candidacy papers for what could become a crowded race.

Capito also is a Republican who currently represents the district in Congress. She's planning to run in 2014 for the seat currently held by retiring U.S. Sen. Jay Rockefeller.

Faircloth represented Berkeley County for 12 terms in the House of Delegates. He ran for state auditor last year but lost to Democrat Glen Gainer. He also unsuccessfully sought the GOP nomination for governor in 2008 and 2011.

Faircloth says he wants to end government gridlock, balance the federal budget, protect Social Security and the 2nd Amendment, and resist what he calls any attempt to diminish Americans' liberties.
