Belmont County Sheriff Challenges Residency Allegations

Belmont County Sheriff David Lucas is responding to allegations that he was not a resident of Ohio and did not pay Ohio state income tax from 2007 through 2011.

The allegations were made in a lawsuit filed by Dick Flanagan on February 8. Flanagan claims Lucas established a home in Florida and during this time period did not pay Ohio income tax. Flanagan alleges that this means Lucas was not a resident of Ohio, and therefore, was not qualified under Ohio law to run or hold the office of Sheriff.

In response, Lucas has produced his tax records and training records for those years to challenge the lawsuit.

Lucas also issued the following statement: " I have no desire to try this matter in the press. But, for Dick Flanagan to allege that I was not a resident of the state of Ohio, and that I didn't pay Ohio income tax from 2007-2011, is ridiculous, and I am voluntarily producing my Ohio tax returns for those years to prove it."
