Predictions about a special session of the West Virginia Legislature to address issues that failed in the final hour of the regular session started moments after lawmakers adjourned.

The official proclamation from Gov. Earl Ray Tomblin came at about 4:30 p.m. April 17.

This will be the first extraordinary session of the 2013 regular session. It will begin once the regular session, which was extended to work on the budget, adjourns April 17, according to Tomblin's news release.

During a special session, lawmakers can only address the items the governor puts on the agenda.

Tomblin has put five items on the agenda, including the much-anticipated legislation to permit the Monongalia County Commission to levy a special district excise tax, or TIF district for University Town Centre; legislation relating to magistrate court system pay; legislation relating to the distribution of state funds for volunteer fire departments in connection with the state Volunteer Fire Department Workers' Compensation Subsidy Program; a supplemental budget appropriation bill; and finally, legislation relating to State Tax Commissioner's administration, collection and enforcement of local sales and use taxes and excise taxes and the commissioner's rulemaking authority.
