    The administration first proposed the rule back in 2010, when it said it would fight a resurgence of black lung disease. The Mine Safety and Health Administration held seven public hearings, extended the comment period three times, and got around 2,000 pages of comments. It took 3 ½ years for the rule to be finalized.

Compressed natural gas continues to come in significantly cheaper than other transportation fuels on an energy-equivalent basis.

The most recent Clean Cities Alternative Fuel Price Report found that gasoline was $3.59 per gallon on average nationwide in April. Other alternative fuels were similarly or higher priced on an energy-equivalent basis, typically referred to as "gallon of gasoline equivalent," or GGE.

CNG averaged $2.10 per GGE.

Since the price of gasoline began consistently costing more than $3/gallon several years ago, CNG typically has cost less than 60 percent as much on an energy-equivalent basis.

The Department of Energy's Alternative Fueling Station Locator lists 586 public CNG stations in the U.S. — still none in West Virginia, although some are in development.

The locator lists about 2,600 public propane fueling stations, including about 10 in West Virginia; 2,350 ethanol, or E85, stations, with one in Bridgeport; and 300 biodiesel stations, none of which are in West Virginia.

It also includes a number of electric charging stations in West Virginia.

The Alternative Fuel Price Report is prepared quarterly for the U.S. Department of Energy by New West Technologies of Landover, Md.
