    One popular organization in Wheeling has changed their name. "Downtown Wheeling Inc.," will now be known as "Reinvent Wheeling." The group hosts many events in the Wheeling area such as the Wine and Jazz Festival, the Big Ideas Speaker series, and First Fridays. ROMNEY — President and CEO of FNB Bank in Romney, Richard "Dick" Hamblin will be retiring at the end of this year.

His replacement is 31-year-old Travis Delaplain from Shanks.

Delaplain joined the FNB management team as assistant chief financial officer in August 2011.

He is a 2000 graduate of Hampshire High School and graduated summa cum laude from Fairmont State University in 2004 with a B.A. in accounting. Delaplain became a licensed certified public accountant in 2005, then worked seven years for Arnett Foster Toothman in Charleston before joining FNB.

He is married to Amy See Delaplain, who also is a native of Hampshire County and works for the county school system.

Delaplain said he is looking forward to expanding the bank's Internet presence.

"We've done a lot with technology at the bank. I'm looking forward to growing our in house infrastructure and strengthening our online banking such as our bill pay programs and mobile banking," Delaplain said.

"Loans and mortgage applications will be another avenue for those who aren't able to visit one of our banks."

The FNB main branch is in Romney, with three branch locations in Hampshire County and one in Mineral County.

Hamblin has been with the bank since Feb. 2011. His banking experience dated from 1988.

"I have seen many changes in banking, but would say most of the changes have taken place over the past five years," Hamblin said. "In all cases the changes from requiring banks to be more capitalized, compliance changes, has escalated all banks' cost of doing business and my impression (is) the more regulations, in most cases, do not make better loans or more profitable banks.

"The next branch of FNB bank will be online. People will be able to do all their banking on the phone including mortgage lending."

Hamblin will work as bank consultant through June 2014.
