Steubenville police seized 12 individually packaged bags of heroin, three individually packaged bags of marijuana after responding to a possible disabled vehicle call early Monday morning.
Officers say the men huddled around the vehicle while waiting for a tow truck, placed several items in their pockets and appeared very nervous. According to police, the men refused to answer their questions or obey requests to step away from the vehicle. Officers then patted the men down all three men. While they attempted to identify the men, police say two plastic baggies fell to the ground. The bags contained a rocky white substance.
Catrell Jordan, of Illinois and two other men yet to be identified, were arrested and sent to the Jefferson County jail.
Jordan was booked on trafficking in drugs and tampering with evidence, along with a traffic citation for the accident.
The two other men are being detained until they can be finger printed and identified.
