4 Former, Current Smithfield Officials Indicted by Grand Jury

Three former Smithfield employees and one current employee have been indicted by a grand jury.

Ohio State Auditor Dave Yost said there was a complete lack of monitoring and accounting which led to misuse of public money.

Village fiscal officer Deborah Coconougher, 51, of Cadiz; former Mayor Patricia Freeland, 73, of Smithfield; former Village Police Chief Robert Mieczkowski, 59, of Wintersville, and former fiscal officer Janice McCoy, 55, of Rayland, were indicted Wednesday by a grand jury.

Coconougher was indicted for failure to remit village employees’ wage taxes to the state from March 2012 to the present.

Freeland was indicted on one count of insurance fraud and one count failure to remit wage taxes to the state from July 2009 to August 2012.

Mieczkowski was indicted on one count of having an unlawful interest in a public contract from April 2013 to October 2014;

McCoy was indicted on one count of failure to remit village employee wage taxes to the state from April 2010 to March 2012.

Many of the charges include not sending employee wage taxes to the state and alleged overpayment of officials’ salaries.
