Interstate 70 Eastbound and Westbound in Belmont County re-opened after being temporarily shut down Friday morning. A dispatcher from the Ohio State Highway Patrol said there was a four-vehicle commercial accident in the area of the 216 mile marker, near St. Clairsville.

Janet Billeter from St. Clairsville was pinned under a semi after getting out of her car and is now in critical condition.

“The young lady who was driving her SUV exited her vehicle for whatever reason and was subsequently struck by an eastbound tractor trailer,” said Lt. James Faunda of the Ohio State Highway Patrol. “The tractor trailer struck her vehicle and then ran over top of her. She became trapped underneath the tractor.”

Billeter was trapped under the truck for 40 minutes but was awake and talking the whole time.

The drivers of the two other cars and the tractor trailer involved in the accident were not injured.

Highway Patrol officials say the whole thing was preventable and that several of the drivers will be cited for excessive speed for conditions once the investigation is over.
