Horstman, Smith to spend life in prison for roles in rape of 13-month-old

 Peggy Horstman and William Smith will spend the rest of their lives behind bars for their roles in the rape of a 13-month-old child.

Both Horstman and Smith are not eligible for parole in the first 15 years of their sentences.

A Belmont County jury found Smith guilty of Complicity to Commit Rape on September 11. Smith is one of the two men police say told Horstman how to rape her 13-month child through video chats.

Judge Fregiato called the case “shocking and disgusting,” and also described Smith as “the Sex Master, giving the orders.” Fregiato then called Peggy “The Mother of the Year,” for carrying out his orders.

Both Horstman and Smith must register as Tier 3 sex offenders for the rest of their lives.
