NEW DETAILS: Mother Accused of Rape Could be Arraigned as Early as Wednesday Morning


Peggy Horstman, 27 of Barnesville, is facing felony charges in the alleged rape of a one-year-old child.

7News has recently learned Horstman could be arraigned as early as Wednesday morning.

Horstman has been charged with rape and gross sexual imposition. She was arrested as part of a joint investigation by the Barnesville Police Department, Belmont County Sheriff’s Department and Belmont County Children’s Services.

According to authorities, the baby’s father went to the Barnesville Police Department and told them that Horstman, was taking their child into the bathroom and sexually abusing her.

During the course of their investigation, authorities discovered exactly was happening.

Between February and May, Horstman was allegedly chatting online with two different men and was carrying out sexual scenarios that they would suggest.

“She was taking photographs and videos of the child in sexually suggestive positions. And the allegation of the rape comes from her placing something inside the child,” said Belmont County Prosecutor, Dan Fry. “And she would take either photographs or videos of what she was doing and then send them to at least one of the two guys she was talking to.”

Both Fry and Belmont County Sheriff Dave Lucas say this is one of the most disturbing cases of their careers.

Horstman is being held in the Belmont County Jail under $30,000 bond. If convicted, she faces up to life in prison with no possibility of parole.
