

Brooke County EMA director Bob Fowler says that as a precaution they will be keeping the Hammond Public Water Plant on McCord Hill shut down and use the new three-way emergency water tie as back up for the area after a foamy substance was found in Buffalo Creek over the weekend.
They are still doing tests to the water in Buffalo Creek, but an initial thought is the abnormally warm temperatures, could be to blame.

Nearly all of the foam has dissipated from the creek near the mouth at the Ohio River.
Fowler says that officials with the Pennsylvania Department of Environmental Protection say they have seen this before, and it could be large amounts of rotting, decaying leave residue which would account for the yellowish color, but that is not confirmed and they are doing continued tests on the water to make sure it is safe for those in the community.
