Police Arrest Panhandler in Belmont County

Bellaire Police say they have arrested another panhandler in the Imperial Plaza area after complaints of the individual asking people for money.

Police found the subject, Joel Steven Durbin, 25, last know address of Wheeling, in possession of a baggie of Suboxone and a baggie of Heroin.

Durbin was transported to the Belmont County Jail. He posted bond and was released.

A week ago Bellaire Police arrested another panhandler in the same area they say was aggressive with several people and had instilled fear into several woman and elderly victims.

Chief Mike Kovalyk is asking residents to report any such incidents to police and to not give anyone any money or let them in their vehicles.
