Police Cite & Fine Cyclist for Watching Arrest

A Pittsburgh woman faces a $300 fine for not leaving the scene of a crime when told to do so.
    
A district judge delivered the verdict to Kimberly Bracken on Thursday, although Bracken says she plans to appeal.
    
The 30-year-old Bracken says she was biking to a birthday party on April 25 when she was cited for stopping to watch the arrest of a teenager near Allegheny General Hospital.
    
Officer David Blahut said he told her numerous times to leave out of concerns for her safety. He testified that the teenager had a semiautomatic handgun and police were searching for another suspect.
    
Bracken’s attorney said she broke no laws. Bracken testified that officers had the suspect in custody and started screaming at her as she began riding away.
