Powhatan Man Arrested on 3 Warrants, Drug Instruments Found in Bellaire, Ohio

A man with three outstanding warrants, one of them dating back to 2007, was arrested Wednesday night in Bellaire.

Bellaire Police Chief Mike Kovalyk was checking the marina launch area due to reports of drug activity in that area when he spotted a vehicle illegally parked.

Kovalyk said he found Jeffrey Thomas Kisner, 35, of Powhatan Point near the car. Kisner has three outstanding warrants from Belmont County from 2007, 2009 and 2010.

All were traffic related warrants and one of them had a nationwide pickup.

Police found three syringes in his pants pocket, so he was charged with possession of drug instruments.

Kisner was transported to the Belmont County Jail. His total bond was over $2,000.
