President Barack Obama announced a proposal Thursday afternoon offering community-college students in good academic standing two free years of tuition.

The White House has estimated this new proposal will save the average community-college student $3,800 annually and said it could benefit 9 million students if fully realized, according to The White House.

Sources say the proposal would involve 75% federal funding of the tuition, which would leave the participating states responsible for covering the rest of the tuition.

The cost of the plan has not yet been determined.
