Sex and Drugs Surround Abuse Charges Involving Foster Child


A Wheeling man was set to go before Ohio County Magistrate Joe Roxby Wednesday morning, but waives the his right to the hearing.

Lance Walter Jackson, 46, of Wheeling is facing some serious charges involving sex, drugs, and fostering. A criminal complaint states he sexually abused a foster child not once, but fourteen times. Jackson was arrested on Friday and is being charged with Sexual Abuse by a Person in Position of Trust, after his foster child, 17, told police they had engaged in sexual acts with Jackson on several occasions after being placed in the home in August of last 2014.

The complaint also stated that Jackson had purchased heroin and would use it on himself, then inject the alleged victim with the drug before the sexual encounters. He is under a $125,000 bond.

From here Jackson could plead guilty or could face being indicted by the Ohio County Grand Jury.
We also know the child was placed with Jackson after suffering through sexual abuse from their father in another county.
