Thoburn Pleads Guilty to Pandering Obscenity Involving a Minor


Former Union Local Schools superintendent Douglas Thoburn pleaded guilty to three felony counts of pandering obscenity involving a minor Monday before Judge Frank Fregiato in Belmont County court.

Thoburn, 53, pleaded guilty to first court of “Pandering Matter Involving a Minor,” a second degree felony, second count of “Possession of Sexually Oriented Matter,” a fourth degree felony and a third count of “Importuning.”

Authorities arrested Thoburn back in July 2014 after investigators found nude pictures of young boys on his home computer. Belmont County Sheriff Dave Lucas said their investigation began after deputies received a complaint against Thoburn alleging criminal misconduct.

Thoburn faces a maximum of eight years in prison for the first count, eighteen months for the second count and one year in prison for the third count, according to the prosecutor’s office. They are recommending he receive 10 years in the penitentiary.

Union Local School District is scheduled to discuss Thoburn’s resignation and other matters at a special meeting at 7:30 p.m. Monday, Nov. 24.
