Three People Indicted on Sexual Abuse Charges Against Children in Jefferson County


 The Jefferson County Grand Jury returned their indictments on Wednesday. Three men are facing charges of sexual abuse against children.

Abigail Mann was indicted on one count of rape, one count of pandering sexually oriented material involving a minor, and one count of illegal use of a minor in sexually oriented material. Mann allegedly engaged in sexual contact with two different children, including a two-year-old. Sheriff Fred Abdalla said he received several pages of text messages between Mann and another person, Jacob Rivers, where the two spoke of the sexual encounters.

John Mencer has been indicted on one count of rape, one count of sexual battery and one count of gross sexual imposition. He’s accused of raping a five-year-old between late June and August of last year. Mencer is the former fire chief in Steubenville.

Jacob Greathouse, 18, was charged with one count of rape, and one count of gross sexual imposition. He is accused of raping a 12-year-old girl in Steubenville on April 14.
