Accidental drowning case officially closed

According to the West Virginia Medical Examiner’s Office, the death of Jerry N. Dowd, Jr. has been ruled as an accidental drowning.

Dowd was the victim of a boating incident in the Ohio River on July 5th, 2017.

Officials said Dowd was on a boat pulling into the back channel of the Ohio River at approximately 12:15 a.m. near the Wheeling Island Marina and the Aetnaville Bridge when he fell off of the boat.

The people he was on the boat with reportedly noticed him flailing in the water, and immediately turned around to help.

The others on the boat said that they could not find him.

The river was crowded with other boats during the holiday, and it was reportedly very dark.

The Wheeling Police Department and the Ohio County Prosecutor’s Office met to discuss the case and determined that no criminal charges will be filed.

The case is now officially closed.
